Good Soil Test - Bad Fill

We received our soil test back today and it was a S/M Class but with Piering required. This equated to approximately an extra $20k in Slab costs! We were pretty annoyed, as the Developer did assure us there was no fill. Heres the results from the Soil Tests. 2M of fill alledgedly!
